Dr. Victor D. Villaganas

VICTOR D. VILLAGANAS, Ed.D., LL.B., Ph.D. 

Dr. Victor D. Villaganas is a native of Cebu City and a product of Cebu School of Arts and Trade (former name of CTU). He is the president of the Federated Alumni Association and a member of the Board of Regents.

Guided by the inspirational imprints of the great philosophers, he believes that man himself must advance despite adversities. Hence, he finished Bachelor of Laws, Doctor of Education, Doctor of Philosophy in Technology Management, Master of Education and Bachelor of Science in Industrial Education major in Mathematics (as magna cum laude), Diploma in Vocational Technology (with honors) and   secondary education (as valedictorian.)

He received scholarships from the Parents-Teachers Association, CSCST, and Filipinas Foundation Incorporated (FFI-AYALA). After 20 years of exemplary service, he was honored as the Outstanding Ayala Fund for Vocational Education (AFVE) graduate.

As an honor student, he benefited from Presidential Decree 907; passed the Career Service Professional (E) and   Professional Board Examination for Teachers (PBET) where he ranked   13th (in Central Visayas.)

From 1977 up to now, various positions have been taken as  graduate assistant, CMT, PA, SUC Vice President III, SUC Vice President IV, OIC-SUC President IV (from February to July 2014) and a Quality Management Representative (QMR) since 2003.  As a passionate academic, he also teaches in the CTU Graduate Studies.

He helped establish linkages with CSC, DOST, DA, TESDA, Ayala Foundation Inc., Microsoft Foundations Inc., Equitable Bank (Manila), Plan International , Rotary Club of El Pardo, Province of Cebu, and Municipality of Tuburan.

In the course of  dedicated service, he was recognized as evidenced in  Certificate of Distinction for Outstanding Achievement by ABS Group Inc., Golden Service Award for 30 years of government service; Presidential Award for Exemplary Support, Certificates of Recognition for Unselfish Service, Invaluable Service and commitment, and Providing Technical Expertise given by the Office of the Ombudsman-Visayas; Silver Service Award for Government Service; Bronze Service Pin Award for 15 years Continuous and Satisfactory Services (1994); Outstanding Alumnus Award for Exemplary Performance in the Field of Education; and  Certificate of Appreciation for his valuable support in the online projects of the Commission on Higher Education Region (CHED) VII.

Constant engagement with fellow administrators is also a primary concern. Thus, he participated in the International Conference on Research in HEIs, Internal Auditor’s Course, National Training on Accounting and Auditing Manual for Research Operations, Academic Council Conference, Councilors Course on Seminars on Networking and Application Regional Seminar-Workshop, National Vocational Educators Congress, Regional PAVE Conference and others.

Moreover, he was one of the   reactors  during the National Vocational Educator’s Congress in Baguio City and the coordinator in three major conventions: 1st Internal Quality Audit Seminar, 1st National Conference on Industrial Technology and  National Reorientation and Training of Senior and New Accreditors.

He has also contributed to research projects—-Water Resources Management in East-Southern Metro-Cebu: Basis for Policy Formulation, Gender Roles in Cebu City Red Light Districts and others.

Likewise, extension initiatives include skills training of out-of-school-youths and adults, CCFJFD female inmates, Projects Mercy and Kalikupan’g Dagat Ugmarun ug Alimahun, Balay Samaritano, Albert Schweitzer Famelienwerk Foundation Inc., Our Fathers House and others.

He has shared his expertise as consultant, editor and contributor in journals like Fisheries, KINI, BINHI, Trends and Innovations, Sugilak, and Tropical Technology Journal.

At present, he is a member of the Association of Resident Ombudsman of Government Agencies in Region VII, Kapisanan ng mga Broadcasters ng Pilipinas and Coalition for Better Education.
