Recognized by the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) to have reached Maturity Level 2 or the “process-defined human resource management (HRM),” Cebu Technological University accepted the award on May 19 at the University of the Philippines Cebu— another sign of development (among many) by the university’s Human Resource Management Office (HRMO).
The maturity level is based on four HRM systems: (1) recruitment, selection and placement, (2) learning and development, (3) performance management and (4) rewards and recognition (pahrodf.org.ph).
Efficient and effective public service is highlighted behind the university’s success. Pushing employees to perform best in their duties results in a people-excellence driven workplace. However, it has two more levels to aim for— “integrated” (level 3) and the “strategic” (level 4) HRMs.
PRIME-HRM helps the Civil Service Commission attain its vision of becoming a Center of Excellence for Human Resource and Organization Development. It makes room for more engagements among the HRM officers, officials and the rank-and-file employees of state universities and colleges (SUCs) and government agencies including government-owned and controlled corporations (GOCCs).
