The Bureau of Jail Management and Penology (BJMP) Regional Office VII Jail-Annex has taken a significant step towards promoting literacy and rehabilitation among persons deprived of liberty (PDLs) with the opening of a new mini-library. This initiative is part of the ongoing Library Extension Program by CTU Main Campus Library, aimed at fostering education, personal development, and recreational reading within correctional facilities.

The Opening Ceremony held last February 15, 2025, was attended by BJMP officials, headed by JSUPT ROBERTO CRISANTO L ALPON III, Regional Welfare and Development Division Chief JSINSP ROYETTE S ARCIPE, Dr. Denilin Batulan Faculty Regent as representative of CTU President Dr. Joseph C. Pepito, and Morena E. Carlos-CTU University Librarian together with Juanita Negapatan-Graduate Librarian advocating for education and rehabilitation. The mini-library, stocked with a diverse collection of books and educational materials, is designed to serve as a learning hub for PDLs, providing them with access to knowledge and opportunities for self-improvement.

BJMP Jain-Annex Warden JSUPT ROBERTO CRISANTO L ALPON III expressed enthusiasm about the initiative, stating, “This mini-library is more than just a collection of booksโ€”it represents hope, learning, and transformation. We believe that education plays a crucial role in rehabilitation, and we are committed to providing PDLs with the resources they need to reintegrate successfully into society.”

The establishment of the mini-library was made possible through the collaborative efforts of various stakeholders, including public and private institutions that donated books, learning materials, and furniture.

Volunteers from educational institutions and literacy programs have also pledged their support in conducting reading sessions, literacy programs, and skills training workshops within the facility.

According to Morena E. Carlos, CTU University Librarian Extension, “This initiative aligns with our mission to extend the reach of libraries beyond traditional spaces. Through this program, we aim to create an inclusive and nurturing environment where everyone, regardless of their circumstances, has access to education and self-improvement.”

The BJMP Jail-Annex mini-library is expected to benefit hundreds of PDLs by offering resources in various subjects, including literature, history, vocational skills, and self-help. The facility will also feature reading areas and scheduled activities such as book discussions, story-telling sessions, and literacy classes to encourage active participation.

With the successful launch of the mini-library, BJMP and its partners are optimistic about expanding similar programs to other detention facilities, further promoting the role of education in rehabilitation and second chances.

As the Library Extension Program continues to grow, stakeholders encourage further donations and volunteer support to sustain and enhance the initiative, ensuring that PDLs have continuous access to valuable learning opportunities.
