Cebu Technological University-Main Campus (CTU) and Dr. Emilio B. Espinosa Sr. Memorial State College of Agriculture and Technology (DEBESMSCAT) officially signed a Memorandum of Agreement (MOA) on May 26, 2025, at the CTU President’s Office Conference Room.
Key officials from both institutions attended the event. Representing CTU were Dr. Joseph C. Pepito, University President; Dr. Ramel C. Genobiagon, Vice President for Administration and Finance; and Dr. Reylan G. Capuno, Vice President for Academic Affairs. DEBESMSCAT was represented by its University President, Dr. Arnel B. Millesca, and Dr. Elreen A. Delavin, Vice President for Academic Affairs.
The agreement aims to foster inter-institutional cooperation in faculty development, academic retooling, and specialization. It also facilitates the enrollment and educational training of qualified faculty in graduate or certification programs and promotes institutional synergy and the sharing of academic resources between State Universities and Colleges (SUCs).
Both institutions expressed their strong commitment to academic excellence and collaborative growth. The signing marks a meaningful step forward in enhancing educational quality and professional development within the SUC community.
