In a bid to manage and preserve public records, Cebu Technological University (CTU) took part in the “Standards-Based Approach to Records Disposition Administration” initiative led by the Government Records Officer’s Association of the Philippines (GROAP) in collaboration with the National Archives of the Philippines (NAP) on May 28 to 30, 2025, at a hotel in Baguio City.
The training and seminar, which gathered records officers, official heads, and relevant personnel from government agencies across the country, sought to optimize records management, ensuring that agency employees create the records they need, keep records for efficient access, maintain records for operational, legal, and audit purposes, and dispose of records after the retention period.
“You should know your official records based on your function in the organization,” said resource speaker Ms. Lulu Joson Del Mar, Records Management Specialist from Okada, Manila/DFA, National Committee on Archives (NCAA). She emphasized that understanding official records is key to promoting compliance, transparency, accountability, informed decision-making, efficient operations, and risk management.
Effective records management aims to oversee the creation and growth of records, provide legal protection, reduce costs, safeguard vital information, and foster informed decision-making.
In sessions 2 and 3, resource speaker Mr. Terence Michael A. Tablizo, Supervising Records Specialist of NAP, stressed the core principles of RA 9470, a law that seeks to “strengthen the system of management and administration of archival records, establishing for the purpose the National Archives of the Philippines and for other purposes.”
Mr. Tablizo’s discussions further focused on key aspects of the records disposition program (RDP), records inventory and appraisal, establishment of the retention period, development of a records disposition schedule (RDS), and transfer of non-current records, among others.
In the closing program, both speakers equipped participants with valuable insights and best practices for preserving archival records, sustainability of conservation, and preparedness for potential climate-related risks that could compromise record integrity.
CTU-Danao and Main Campus actively participated in this initiative, headed by University Records Officer Ms. Evangeline S. Tarongoy, along with the records and administrative officers from both campuses.
