CTU fortifies records governance through RMIC Orientation

To advance records administration and compliance with Republic Act No. 9470, the National Archives of the Philippines Act of 2007, Cebu Technological University (CTU) on Monday, February 16, concluded the Orientation Overview for All Genders Serving on the Records Management Improvement Committee (RMIC).

The initiative aimed to ensure proper documentation of government transactions and promote efficiency in public service across the university.

Mr. Kit P. Toling, Supervising Records Management Analyst at the National Archives of the Philippines–Regional Archival Network Cebu (NAP-RAN Cebu), stressed the vital role of records management.

“In the records management aspect, records are the lifeblood of every government transaction,” said Mr. Toling.

He further shared that records are essential instruments safeguarding accountability and transparency in public service, and that their governance is a shared responsibility.

“Records are everyone’s responsibility,” Mr. Toling added.

Mr. Toling noted that the RMIC is established as an agency‑designated advisory body, mandated to oversee record systems and uphold efficiency, legal compliance, transparency, and accountability.

Among the purposes of the RMIC are ensuring compliance with RA 9470 and NAP regulations, institutionalizing records lifecycle management, reviewing and recommending the Records Disposition Schedule (RDS), safeguarding records as public trust and national heritage, and supporting disaster preparedness and records protection.

The discussion also focused on the Retention Period, the specific timeframe set and approved by NAP as the official lifespan of records, after which they are designated for permanent storage or disposal.

Participants joined a workshop and presented action plans for CTU’s RDS, sharpening their skills in records management and disposition.

Moreover, CTU Main Campus Director Dr. Gregorio P. Pajaron Jr., underscored the critical role of records in sustaining the university’s legacy and operations.

“I believe that this is a very important undertaking because we all know that records is the heart of the university,” said Dr. Pajaron during his welcome remarks.

Meanwhile, Dr. Ramel C. Genobiagon, Vice President for Administration and Finance, stressed the importance of aligning university practices with Republic Act No. 9470 to ensure proper record disposition within the university.

Facilitated by the Records Office under University Records Officer Ms. Evangeline Tarongoy, the orientation underscored CTU’s dedication to preserving its institutional records while advancing efficiency, transparency, and accountability across all functions and operations.
