Reaffirming institutional consistency and pursuit of excellence, Cebu Technological University (CTU) has formally installed Dr. Denilin P. Batulan as the new Officer-in-Charge (OIC) University President during a ceremonial Turnover of Office held on Wednesday, February 5, at Centennial Hall A, CTU Main Campus.
Dr. Batulan, an Associate Professor III at CTU Danao Campus, officially assumed office as the new OIC-University President on February 2, 2026. Her appointment comes under the mandate of the University’s governing board and administrative protocols.
The ceremony marked the formal transfer of leadership from outgoing OIC-University President Pet Roey L. Pascual, PhD, who concurrently serves as Vice President for Research and Development, symbolized by the turnover of the CTU Flag and University Seal and the signing of the official Turnover Document.
In her acceptance message, Dr. Batulan affirmed her vision and commitment as the new OIC-University President.
“This opportunity is both an honor and a profound responsibility, and I accept it with a commitment to serve the University and this community with integrity, dedication, and purpose,” said Dr. Batulan.
As the new OIC-President, her message centered on her pursuit of institutional integrity, transparency, accountability, and stakeholder trust. She pledged to carry forward the University’s vision, mission, and strategic initiatives, fostering stability, academic excellence, and good governance.
Meanwhile, Dr. Pascual expressed gratitude to the CTU community for its unwavering spirit of service, emphasizing that the institution’s strength lies in collective commitment beyond individual roles.
“I have never observed anyone unwilling to serve, and it is truly a great example of service beyond self,” he remarked.
Dr. Batulan, who previously served as Faculty Regent of the CTU-System Faculty Association (CTUSFA), not only represented faculty interests but also actively influenced institutional policy and academic decision-making.
The turnover ceremony was attended by vice presidents, campus directors, university and college officials, office heads, administrative and human resource personnel, leaders of faculty and non-teaching associations, representatives from various sectors, and the student regent.
With this transition, CTU signals a firm commitment to governance stability while advancing its pursuit of quality education, innovation, and community impact.
