CTU Main engages stakeholders in consultation on DENR compliance for Animal Lab

To address operational and environmental compliance matters in its animal laboratory, Cebu Technological University–Main Campus convened a stakeholders’ consultation meeting on February 13, organized in line with Department of Environment and Natural Resources (DENR) requirements for the grant of an Environmental Compliance Certificate (ECC) permit.

The discussion centered on resolving concerns regarding the laboratory’s operation, which began in late 2023 under the management of the Institute of Molecular Genetics Parasitology VictorBorne Disease (IMGVD). 

Dr. Ve Leslie Atanoza, Pollution Control Officer (PCO), presided over the meeting, which was attended by Atty. Dennis Villazorda on behalf of Atty. Christian Bacus of the Legal Office; Engr. Alex Mayor and Arch. Leo Edwin Mutia from the Planning Office; Dr. Catalino Jimmy Pescadero, President of the Faculty Association; and Dr. Raamah Rosales, Chair of the Department of Pure Sciences.

Also in attendance were Dr. Alita Labiaga on behalf of Dr. Adrian Ybañez of the Animal Laboratory, and Mr. Roderick Jumawan, representing the Occupant External Grants’ Office and Facility Resident.

To ensure the highest safety standards, the body adopted proactive resolutions. These included facility improvements such as the immediate transfer of the storage freezer and the installation of a one-way steel exit door with a panic device; enhanced waste management through the procurement of a third-party service provider for laboratory waste disposal; and ocular inspections by specialized providers to ensure compliance in the science laboratories.

The meeting concluded with a clear timeline for implementation. Freezer transfers are expected by February 27, 2026 and full procurement of waste disposal services within two months. 

This initiative reflects the university’s commitment to environmental responsibility, transparent governance, and the continuous improvement of its research facilities.
