The Climate Change Commission (CCC), in partnership with Cebu Technological University (CTU) through its Research and Development Office, is advancing efforts toward a net-zero and livable Cebu by 2050 through the implementation of National Adaptation Plan (NAP) strategies in local communities.
The initiative was highlighted during the Climate Action Forum titled “Implementing National Adaptation Plan (NAP) Strategies in Local Communities towards a Net-Zero Livable Cebu by 2050,” held from March 23 to 25, 2025, at the CTU Main Campus Gymnasium.
The CCC, established under Republic Act No. 9729 or the Climate Change Act of 2009, as amended by Republic Act No. 10174, serves as the lead policy-making body of the government mandated to coordinate, monitor, and evaluate climate change-related programs and action plans nationwide.
CCC Commissioner Albert Dela Cruz Sr. emphasized the importance of greenhouse gas (GHG) inventory and baselining as foundations for science-based climate action and decarbonization strategies. The workshop aligned local climate initiatives with the National Adaptation Plan (NAP) 2023–2050 and the Local Climate Change Action Plan (LCCAP).
During the workshop, the ECOSAVER Earth Platform was introduced to support emissions monitoring, planning, and sustainability reporting. Cebu Governor Pamela Baricuatro attended the event and expressed support for the province’s climate resilience and low-carbon development initiatives.
Discussions covered climate risk assessment, mitigation strategies, and sectoral impacts, including the agricultural inputs industry, to guide climate-resilient urban and economic planning.
The initiative supports Executive Order No. 174, which institutionalizes the Philippine Greenhouse Gas Inventory Management and Reporting System, and follows the 2019 Refinement to the 2006 Intergovernmental Panel on Climate Change Guidelines.
The partnership between CCC and CTU highlights the role of academic institutions in supporting government-led climate policies through research, capacity-building, and community-based climate action initiatives toward a net-zero and climate-resilient Cebu by 2050.
