CTU holds FY 2027 Technical Budget Hearing for Tier 2 Proposals

In accordance with the FY 2027 Budget Preparation Calendar under National Budget Memorandum (NBM) No. 156, officials of Cebu Technological University (CTU) participated in the Technical Budget Hearing (TBH) on April 13, 2026, held at the President’s Office Conference Room.

The TBH panel, composed of representatives from the Department of Budget and Management (DBM) and the Commission on Higher Education (CHED) Region VII, convened at CTU to facilitate the finalization and encoding of the university’s proposals into the Online Submission of Budget Proposals (OSBP) system.

The activity served as a vital platform for presenting and evaluating the university’s proposed budget allocations, infrastructure plans, and development priorities aligned with its strategic goals.

During the program, Dr. Emma R. Sacan, Chief Administrative Officer for Finance, presented CTU’s FY 2027 budget proposal, outlining key financial requirements and priority areas for institutional growth.

Engr. Alex C. Mayor, Jr., University Director for Infrastructure and Development, followed with a comprehensive presentation of the proposed infrastructure and non-infrastructure projects under Tier 2. This included the submission of implementation-readiness documents and updates on the status of ongoing capital outlay projects for FY 2025 to FY 2026.

The hearing was attended by key representatives from DBM Region VII, led by Director III Maricor U. Baquial, together with Chief Budget and Management Specialist Zarah Leigh A. Ranile, Supervising Budget and Management Specialist Angelica B. Nivera, and Budget and Management Specialist II Jan Michel B. Chiong.

Representatives from CHED Region VII, including Education Supervisors Dr. Leonardo Tanael and Eldimario O. Antiquina, Jr., also participated in the deliberations.

CTU OIC-University President Dr. Jonita V. Literatus, along with other university officials, was also present during the activity, reaffirming the institution’s commitment to transparent, strategic, and development-oriented fiscal planning.

A critique session facilitated by the TBH panel provided constructive feedback and evaluation of the proposals to ensure alignment with national budgeting standards and development priorities.

The Technical Budget Hearing underscores CTU’s proactive efforts to secure funding support for priority programs and projects, ensuring the continuous enhancement of academic services, infrastructure, and institutional excellence.
