Cebu Technological University (CTU) formalized its partnership with the Department of Migrant Workers (DMW) through a Memorandum of Agreement (MOA) signing on June 1, 2026, establishing a collaborative initiative aimed at educating students on overseas employment opportunities and migrant workers’ welfare.
The agreement was signed by OIC-University President Dr. Jonita V. Literatus and DMW Region VII Regional Director Jhoaden G. Lucero, signifying a shared commitment to preparing students for informed participation in the global workforce through educational programs and strategic collaboration.
Under the partnership, CTU and DMW Region VII will jointly conduct seminars and information campaigns covering key topics related to overseas employment, including full-cycle reintegration, anti-illegal recruitment and trafficking in persons, pre-employment orientation, employment services, and post-employment programs. These initiatives aim to equip students with essential knowledge and awareness on safe and responsible migration.
As part of the agreement, the DMW committed to deploying qualified personnel to facilitate the seminars and educational activities, while also opening opportunities for CTU students to undertake internships and on-the-job training at the agency’s Region VII office. In turn, the University pledged to provide venues, facilities, and logistical support necessary for the implementation of the programs, as well as encourage student participation.
Beyond student education, the partnership also extends to technological innovation and public service through the development of information and communications technology solutions for the One Window Bayanihan Assistance Program (OWBAP) for Overseas Filipino Workers (OFWs) Region VII Referral and Tracking System.
Faculty members and students from the CTU Main Campus College of Computer, Information and Communications Technology (CCICT), led by Dean Jose Maria S. Garcia II, will contribute technical expertise, research, and development support as DMW Region VII’s academic and technical partner.
