Cebu Technological University (CTU) Main Campus concluded its four-day Non-Teaching Conference 2026, reinforcing collaboration among personnel and strengthening administrative systems in support of quality public service.
The conference brought together university officials and non-teaching employees to discuss key institutional priorities, including the CTU Strategic Plan 2025–2030, the Strategic Performance Management System (SPMS) policy, 2027 budget preparations, procurement planning, and other operational initiatives.
Campus Director Dr. Gregorio P. Pajaron Jr. underscored the importance of strategic planning in achieving institutional goals and fostering a shared sense of purpose across the university.
“Strategic planning is the pathway, our roadmap to accomplishing our objectives. I believe that we should have the same direction, all of us, we have the same goals, and work together as one,” Dr. Pajaron said.
In his message, Vice President for Administration and Finance Dr. Ramel C. Genobiagon highlighted the vital contribution of non-teaching personnel to the university’s operations and public service mandate.
“There’s no hierarchy of importance, everybody is important,” Genobiagon said, emphasizing that both teaching and non-teaching employees play essential roles in institutional development.
During the conference, Supervising Administrative Officer Dr. Jana Gloria F. Almerino discussed the significance of strategic planning and its role in advancing the university’s long-term vision.
“For the CTU 2025–2030 Strategic Plan to effectively realize its strategic direction, the university must remain responsive to global trends and actively promote inclusive, innovative, and sustainable education in alignment with the demands of Industry 5.0,” Almerino said.
Updates on the new Supply and Property Management Office (SPMO) processes and forms were presented by Administrative Officer V Ms. Jennifer V. Enriquez, while non‑teaching employees also participated in the discussion on medical allowances and insurance providers.
Further, the 2027 procurement planning was discussed by Engr. Antonieto F. Pacayra, while the 2027 budget forum was led by Dr. Emma R. Sacan, Chief Administrative Officer for Finance. Security Officer Dr. Leoncio Lucero Jr. also addressed the University’s workplace safety and security directions.
OIC-University President Dr. Jonita V. Literatus expressed support for the conference, recognizing the crucial role of non-teaching personnel in advancing operational excellence and achieving institutional goals.
The conference also featured an orientation seminar on the CTU Strategic Plan 2025–2030 and the university’s SPMS policy. Resource speakers included HRMO officers Ms. Anna Nicole E. Español of CTU CCMSC, Ms. Gelly-Ann C. Bañares of CTU Daanbantayan, and Ms. Levi U. Pangan of CTU Argao. Planning officers Ms. Jhomae B. Isoto and Ms. Mylene Pearl H. Herera also delivered presentations.
Adding a values-centered dimension to the event, guest speaker Rev. Fr. Crescenciano T. Ubod delivered a talk titled “The Soul of Service: Fostering Morality and Spirituality in the CTU Community.” He emphasized the principle, “Do what is good, avoid what is evil,” and encouraged employees to uphold moral integrity and professionalism in the workplace.
The conference also featured team-building activities and structured learning sessions, culminating in the Non-Teaching Social Night and the presentation of Mr. and Mrs. Non-Teaching 2026.
The event concluded with participants gaining updates on key policies, administrative processes, and strategic initiatives that will guide university operations in the coming years.
