Strategic alignment drives CTU’s 2027 performance roadmap, strengthens institutional governance

Cebu Technological University strengthened its performance governance by aligning its Strategic Plan 2025–2030 with the formulation of the President’s 2027 Operational Plan (OP) and Office Performance Commitment and Review (OPCR) during a two-day strategic planning session on July 22–23.

Bringing together the University’s top management and key officials, the activity established clearer institutional priorities, aligned performance targets across offices, and reinforced accountability in advancing CTU’s strategic goals.

The session featured the synthesis of management feedback gathered during the Strategic Plan 2025–2030 orientation seminars, workshops on the President’s 2027 OPCR, and the alignment of Individual Performance Commitment and Review (IPCR) commitments across the President’s Office and the Vice Presidents’ offices.

In her message, OIC-University President Dr. Jonita V. Literatus emphasized that institutional excellence begins with personal accountability and a shared commitment to the University’s vision.

“Change starts within ourselves. In the battle of life, the greatest enemy is ourselves. And for CTU, I hope we can be the best people. That is why we have our targets—targets mean we must take action with risk and dedicate our expertise and talent to achieve the University’s goals,” Dr. Literatus said.

Dr. Celbert Mirasol Himang, Graduate School Research Director, led discussions on the formulation and alignment of the Operational Plan, OPCR, and IPCR. He emphasized that OPCR implementation should cascade throughout the institution, enabling faculty and staff to understand how their individual contributions support the University’s strategic objectives.

Presenting the Consolidated Crosswalk of the OPCR CY 2027 Success Indicators and External Standards, Dr. Himang stressed that institutional performance indicators must remain measurable, responsive, and aligned with accreditation requirements, government performance frameworks, and the University’s strategic priorities.

Dr. Jana Gloria F. Almerino, Supervising Administrative Officer IV/University SPMS Planning Officer, anchored the rationale in Jeff Hiatt’s ADKAR® Model (Awareness, Desire, Knowledge, Ability, and Reinforcement) and highlighted insights from CTU’s Strategic Plan 2025–2030 orientation seminars conducted across all CTU campuses.

On the second day, the University’s vice presidents presented their realigned 2027 OPCRs, beginning with Vice President for Academic Affairs Dr. Reylan Capuno, who incorporated the recommendations raised during the alignment process. He underscored the importance of ensuring that General Appropriations Act (GAA)-enrolled targets remain strategically aligned with the Department of Budget and Management’s performance requirements.

Dr. Literatus later presented the consolidated President’s 2027 OPCR, identifying the offices responsible for delivering performance targets under the University’s four Major Final Outputs (MFOs): Higher Education, Advanced Education, Research Program, and Technical Advisory Extension Program.

Vice President for Administration and Finance Dr. Ramel C. Genobiagon discussed key performance indicators under the Administration and Finance pillar, including procurement-related targets.

Meanwhile, Gender and Development University Director Dr. Mary Jane C. Sim reaffirmed the University’s commitment to gender mainstreaming by highlighting CHED CMO No. 01, Series of 2015, which requires higher education institutions to integrate gender equality principles into instruction, research, and extension while maintaining functional GAD Focal Point Systems.

The two-day strategic planning session reinforced CTU’s commitment to results-based governance by ensuring that institutional priorities, performance commitments, and operational plans remain aligned with national standards and the University’s long-term strategic direction.
