To strengthen Cebu Technological University’s strategic direction for 2027, university officials, campus directors, budget and planning officers, human resource personnel, deans, and other key stakeholders convened on July 27–28 for the presentation and validation of the Fiscal Year (FY) 2027 Operational Plans and Budget (OPB), aligning institutional targets with the CTU Strategic Plan 2025–2030.
The two-day activity served as a venue for presenting and validating the proposed FY 2027 Operational Plans of all Vice President Offices and Delivery Units (DU1–DU17), ensuring that operational targets align with the University’s Strategic Plan 2025–2030 and the Office of the President’s priority framework.
It also sought to review, harmonize, and endorse university and campus budget proposals, and to cascade strategic targets and performance commitments to campus directors through the Office Performance Commitment Review (OPCR) to promote accountability and effective implementation across all campuses.
OIC‑University President Dr. Jonita V. Literatus emphasized the importance of purposeful leadership and disciplined action in advancing the University’s goals.
“Our actions must have purpose and discipline for us to be able to lead positive change, and that positive change, we could always serve with commitment to the university,” she said.
She likewise reminded university officials of their collective responsibility in sustaining the institution’s growth and success.
“Let us just be reminded that the rise and fall of the university lies in our hands. We are all responsible for the success of CTU,” she added.
Dr. Literatus subsequently presented the University’s FY 2027 Operational Plan, outlining the strategic direction for the institution and identifying the respective vice presidents’ offices responsible for the four Major Final Outputs (MFOs): MFO 1 – Higher Education, MFO 2 – Advanced Education, MFO 3 – Research Program, and MFO 4 – Technical Advisory Extension Program. She emphasized the need for coordinated implementation across all offices to achieve the University’s performance targets.
The proposed FY 2027 Operational Plans and OPCRs of the Vice Presidents’ Offices were then presented by Vice President for Academic Affairs Dr. Reylan G. Capuno, Vice President for Administration and Finance Dr. Ramel C. Genobiagon, Vice President for Research and Development Dr. Pet Roey Pascual, Vice President for Production, Extension, and Resource Generation Dr. Rosein A. Ancheta Jr., and Vice President for Student Affairs Dr. Romeo P. Montecillo.
Campus directors also presented their respective FY 2027 Operational Plans and OPCRs, representing the Argao, Barili, Carmen, CCMSC, Consolacion, Daanbantayan, Danao, Main, Moalboal, Pinamungajan, San Francisco, Toledo, Tuburan, Asturias, and Balamban campuses.
The presentations highlighted institutional targets and priority initiatives covering licensure examination performance, academic program development and accreditation, graduate employability, industry partnerships, research productivity, sustainable extension initiatives, income-generating projects, production, student services, budget utilization, and infrastructure development.
The activity likewise featured updates on the University’s data privacy and cybersecurity initiatives. Data Protection Officer Prof. Johannes Camasura emphasized the need to strengthen institutional safeguards, noting the absence of a Bring Your Own Device (BYOD) policy and the growing risks associated with the use of personal devices in the workplace.
Dr. Camasura also cited the increasing threat of artificial intelligence-driven cyberattacks and underscored the importance of allocating sufficient resources to reinforce the University’s cybersecurity measures.
Meanwhile, MIS/EDP Head and Information Technology Officer II Mr. Gil T. Piramide reported on the University’s progress in digital transformation, particularly the expansion of systems covered under its adopted Information Security Management System (ISMS) policy.
He shared ongoing enhancements to the Student Information System (SIS), including new applications currently undergoing dry-run implementation at the Main Campus before their planned rollout to external campuses.
Among these innovations is a self-service enrollment system for graduate school students, designed to facilitate kiosk-based online registration. The system is already operational and is undergoing final refinements before full implementation.
Facilitated by the Offices of the University Planning and Development and Human Resource Management, the two-day planning activity reaffirmed CTU’s commitment to strategic, performance-based governance by aligning institutional priorities, operational targets, and budgetary resources toward the successful implementation of its FY 2027 Operational Plans and OPCRs.
