To advance inclusive institutional planning, effective performance, and accountability across campuses, Cebu Technological University convened its Second Quarter Full‑Time Delivery Unit (FDU) and University Performance Management Team (PMT) online meeting on Thursday, July 9.
With the theme “Advancing Gender Mainstreaming for Inclusive and Sustainable Development”, the initiative aimed to review and assess CTU’s performance for the second quarter of Fiscal Year 2026 while addressing matters relevant to institutional planning, performance management, and gender mainstreaming.
The agenda included reports on second quarter accomplishments (physical and financial) by campus directors of satellite campuses; comparison and reconciliation of campus reports with consolidated university‑wide data to establish final declared values; submission and validation of Agency Performance Review (APR); and the target submission date of the Rated Office Performance Commitment and Review (OPCR) for January–June 2026.
The FDU monitors two key areas: Physical Accomplishments, which cover compliance with the general Appropriations Act (GAA) targets, alignment of University deliverables with the strategic plan, and performance under the Strategic Performance Management System (SPMS), and Financial Updates, focusing on budget utilization and expenditure efficiency.
Together, these components offer a holistic framework for assessing institutional progress and ensuring accountability.
Discussions also focused Gender and Development (GAD) concerns, particularly advancing gender mainstreaming for inclusive and sustainable growth. Dr. Mary Jane C. Sim, University Director for GAD, underscored the role of the Commission on Higher Education (CHED) in ensuring that higher education institutions integrate GAD into their core functions.
Dr. Emma R. Sacan, Chief Administrative Officer for Finance, stressed that the Second Quarterly FDU serves as a mid‑year self‑assessment and a venue for preparing catch‑up plans, particularly for campuses registering below 40% accomplishment in the second quarter relative to their annual targets.
In closing, Dr. Jana Gloria F. Almerino, University Supervising Administrative Officer and SPMS Planning Officer, stressed that the attainment of the University’s goals hinges on collective effort, collaboration, and the mutual recognition of each member’s contributions.
Participants in the meeting included OIC‑President Dr. Jonita V. Literatus, vice presidents, university and campus directors, deans, administrative personnel, and budget and planning officers.
Facilitated by the University Planning and Development Office, in collaboration with the Budget Office and the Human Resource Management Office, the meeting advanced CTU’s continuing efforts to strengthen institutional performance, accountability, and inclusivity across its campuses.
