Transforming academic scholarship into practical interventions that serve communities, Cebu Technological University (CTU), through its College of Education (COEd)–Main Campus, has achieved a landmark research‑to‑impact breakthrough with the development of a human development program now adopted by the DOJ–Cebu City Parole and Probation Office No. 1.
Project LABANG (Livelihood Assistance, Building Awareness and Nurturing Growth) is a GAA‑funded extension initiative spearheaded by COEd’s graduate programs in Guidance and Counseling, in partnership with the DOJ–Cebu City Parole and Probation Office No. 1.
Anchoring the milestone is the scholarly contribution of Dr. Melona C. Deguma, whose internationally published research on the guidance and counseling concept of Valuation of Mistakes—released by Oxford University Press and indexed in Scopus—was translated into an IPOPHIL‑registered training manual entitled Pathways to Purpose Through Transforming Mistakes into Milestones: A Personal Development Training Program for Probationers.
Dr. Deguma received a Certificate of Commendation from Chief Probation Officer Christine Nicart Javier for her contributions to the formation of values and guidance among probationers.
The recognition gained greater weight as Chief Probation Officer Javier announced the official adoption of the CTU‑developed program as the DOJ–Cebu City Parole and Probation Office No. 1’s partner‑training framework for its clients.
This milestone demonstrates CTU’s capacity to move from internationally recognized research to copyrighted intellectual property and ultimately to institutional community application.
