In a significant step toward community development and skills empowerment, Cebu Technological University (CTU) Consolacion Campus signed a Memorandum of Agreement (MOA) for Project GUSLA: Gastronomic Understanding and Skills for Lifelong Application on Monday morning at the Consolacion Municipal Jail, under the Bureau of Jail Management and Penology (BJMP).
The MOA signing, held from 10:00 a.m. to 12:00 noon, was led by JSINSP Neal M. Rosaroso, Jail Warden of BJMP Consolacion, and Dr. Sarah Jane A. Colina, Campus Director of CTU Consolacion, further strengthening the university’s commitment to inclusive and transformative extension services.
The program opened with Dr. Sarah Jane A. Colina, delivering her heartfelt remarks emphasizing the importance of education, rehabilitation, and second chances. Through Project GUSLA, it hopes to provide inmates with practical culinary knowledge that they can carry forward into life beyond detention.
Dr. Rogelio C. Sala Jr. and Prof. Davy G. Bastasa followed with a detailed presentation of the extension project, outlining its objectives, modules, and expected impact. Project GUSLA is designed to equip Persons Deprived of Liberty (PDLs) with essential culinary and hospitality skills, aiming to support rehabilitation and reintegration into society through vocational education.
Faculty members from CTU Consolacionโs Department of Hospitality Management, Business Administration, and Political Science were also present to show their support and explore possible interdisciplinary contributions to the initiative.
Warden Rosaroso expressed his gratitude to CTU Consolacion for bringing the project into the facility. This partnership is a beacon of hope for the inmates. Allowing them to learn and grow will benefit them, their families, and the community.
The MOA signing marks the official start of Project GUSLAโs implementation at BJMP Consolacion, with training sessions expected to begin in the coming weeks. It forms part of CTU Consolacionโs wider mission to extend its academic resources and expertise beyond the campus and into marginalized communities.
As the event concluded, both parties reaffirmed their commitment to making Project GUSLA a meaningful and sustained initiative, reinforcing the power of education as a tool for transformation and social justice.
