HISTORY AND BACKGROUND
The Intellectual Property and Technology Business Management (IPTBM) of Cebu Technological University (CTU) evolved from the University’s earlier institutional mechanisms for intellectual property protection, innovation support, and technology transfer.
In 2019, CTU entered into a Memorandum of Agreement with the Intellectual Property Office of the Philippines (IPOPHL), establishing the University’s Innovation and Technology Support Office (ITSO). The ITSO became one of the divisions under the Knowledge, Innovation, and Technology Support and Transfer Office (KITSTO), which served as CTU’s institutional mechanism for intellectual property protection, patent information, IP registration, and related innovation support services.
As CTU’s research and innovation portfolio expanded, the University’s technology management function likewise evolved from primarily IP protection and support toward technology transfer, promotion, commercialization, and business management. This transition was strengthened through the Department of Science and Technology–Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) Regional Agri-Aqua Innovation System Enhancement (RAISE) Program in Central Visayas.
Under RAISE Project 1B, DOST-PCAARRD supported the Establishment of the Intellectual Property and Technology Business Management (IPTBM) in Cebu Technological University, with the project commencing in October 2023. The project aimed to establish and operationalize CTU’s IPTBM, harmonize IP policies, intensify technology promotion and commercialization, and strengthen linkages with external agencies.
Thus, the IPTBM represents an important institutional evolution from the KITSTO framework—broadening CTU’s focus from protecting intellectual property to actively managing the University’s IP portfolio and moving research outputs from protection to promotion, technology transfer, and ultimately commercialization.
Today, the IPTBM forms part of CTU’s broader innovation ecosystem, working alongside the Knowledge and Technology Transfer Office (KTTO), Innovation and Technology Support Office (ITSO), Technology Business Incubator (TBI), and Agri-Aqua Technology Business Incubator (ATBI) to create a more integrated pathway from research and invention to market and community impact. CTU’s recent institutional initiatives explicitly identify the IPTBM as a key unit in synchronizing this innovation ecosystem.
