On June 8, 2026, Cebu Technological University – Pinamungajan Campus, through a
joint collaborative effort between the Gender and Development (GAD) Office and the
Campus Clinic Office, spearheaded an essential seminar on Republic Act No. 10354,
widely known as the Responsible Parenthood and Reproductive Health Act. Held from
10:00 AM to 11:30 AM at the Smart Room of Technology Building 1, the event was
organized to raise awareness and foster a deeper understanding of reproductive rights,
maternal health, and informed family planning choices within the campus community.
The seminar was actively attended by the campus's organic teaching and non-teaching
personnel, underscoring the institution's commitment to the holistic health and welfare of
its entire workforce.
The program commenced with the formal preliminaries at 10:00 AM. Following these
opening protocols, Prof. Christine H. Celestian, the GAD Chairperson of CTU-
Pinamungajan Campus, delivered the welcome remarks, emphasizing how the GAD
and Clinic offices actively collaborate to equip faculty and staff with vital knowledge
regarding public health, personal well-being, and statutory rights.
The highlight of the seminar was the comprehensive lecture delivered by the
distinguished guest speakers: Dr. Melochie D. Pausal, the Municipal Health Officer from
the Rural Health Unit (RHU) of Pinamungajan, and Miss Jeremia Abelo, RN, who also
served as a speaker for the event. From 10:15 AM to 11:20 AM, the speakers experty
unpackaged the core pillars of RA 10354, detailing the government's reproductive
health programs, the medical realities of maternal and child care, and the socio-
economic impacts of responsible parenting. Drawing from their extensive field and
clinical expertise, they clarified common health misconceptions and stressed how
reproductive health services directly safeguard community welfare.
Following the main presentations, an interactive Question and Answer (Q&A) session
was held. This segment allowed the organic teaching and non-teaching personnel to
actively engage with both speakers, seeking medical and administrative clarifications on
healthcare access, employee family welfare policies, and reproductive health safety.
After this fruitful exchange, a formal awarding of certificates was held to express
gratitude to Dr. Pausal and Miss Abelo for their invaluable time, expertise, and insights.
The event drew to a close with a brief photo opportunity at 11:25 AM, capturing the
solidarity of the organizers and attendees before the official end of the program at 11:30
AM. Through joint healthcare initiatives like this, the CTU-PC GAD and Clinic offices
continue to serve as a proactive force, empowering individuals with the medical and
legal knowledge required to make informed, life-changing decisions.
