Prof. Rosalyn P. Alburo

Professor Rosalyn P. Alburo is a Professor III of Cebu Technological University (CTU) Argao and is currently the Center Director of the Biodiversity, Environment and Natural Resources Research Center (BENRC). Her first employment was as a Science Research Assistant at the Visayas State University, first assigned to a project at the Department of Applied Chemistry and Food Science dealing on processing food products from sweet potato. She later transferred to the Office of the Director of Research and Extension of VSU and worked on the Annals of Tropical Research, the official research journal of the same university. In 1996, she joined the Cebu State College of Science and Technology research team, now Cebu Technological University, as Education Program Specialist for Agriculture and Fisheries. Prof. Alburo became a member of the faculty of Cebu Technological University in 2003.

Prof. Alburo is a graduate of BS Agricultural Chemistry from the Visayas State College of Agricultural now Visayas State University. In 2008, she finished her Master of Arts in Public Administration major in Public Policy and Governance at the International Christian University at Mitaka City, Japan under the Japan International Cooperation Center - Japanese Grant Aid for Human Resource Development Scholarship Program 2006-2008 (JICE-JDSScholarship). She was a recipient of the Commission on Higher Education-Faculty Development Program (CHED-FDP) Grant for her Master of Science in Chemistry at the University of San Carlos from 2013-2015. Currently, she is finishing her Doctor of Philosophy in Chemistry at the same university under the Department of Science and Technology – Accelerated Science and Technology Human Resource Development Program (DOST-ASTHRDP) Scholarship.

Prof. Alburo has published articles in scientific journals in the fields of environmental chemistry and public policy and governance. She also has utility models certified by the Intellectual Property Office of the Philippines. Her research interests are agricultural chemistry, particularly natural products, environmental chemistry and ecological policy and governance.

Dr. Archiebald Baltazar B. Malaki

RDE Center Director

Dr. Archiebald Baltazar B. Malaki is the RDE Center Director for Climate Change and Resiliency and a University Professor of the College of Forestry and Agriculture, Cebu Technological University Argao, Cebu, Philippines.

He finished his Master’s Degree in Environmental Studies at the University of the Philippines in the Visayas, Lahug, Cebu City. He further pursued and completed his Ph.D. in Environmental Science in the School of Environmental Science and Management (SESAM), University of the Philippines in Los Baňos (UPLB), College, Laguna. He is a recipient of the 2019 William D. Dar Research and Development Award given by DOST-PCAARRD Graduate Alumni Association Inc., on the 22nd day of October 2019 at Central Luzon State University, Science City of Muńoz, Nueva Ecija, for his outstanding leadership and sustained contribution to biodiversity conservation and climate change R and D programs in the country. He obtained his Bachelor’s Degree in Forestry from the Visayas State College of Agriculture, Baybay, Leyte, Philippines.

He is also one of the Presidential Citation Awardees conferred on the 18th day of December 2019 at CTU Danao as Project Leader, CTU-DOST-NICER, and 2019 William D. Dar R and D Awardee. He was also given an accolade of being “Outstanding Faculty in December 2016. He is also a regular member of the National Research Council of the Philippines and a lifetime member of the DOST-PCAARRD Graduate Alumni Association, Inc. He authored and co-authored at least 40 published papers in local, national, and international peer-reviewed journals and has several citations. He is the Program Leader of CTU-DOST-NICER with three component projects funded by the DOST-Grant-In-Aid under the Science-4-Change Program of the Department of Science and Technology. Recently, he is also a recipient of two presidential citation awards namely, being instrumental in the attainment of 3 QS Stars during the Quacquarelli Symonds Assessment and his exemplary contribution in the area of Industrial Engineering.

Dr. Rowanne Marie Maxilom-Mangompit

Dr. Rowanne Marie Maxilom-Mangompit has been the University Director of the Center for Communication and Media Research since September 2019 when the center was created. She earned my Doctor of Philosophy in Applied Linguistics at De La Salle University-Manila, Malate, Manila in 2008. She also earned her Master of Arts in English Language Teaching in 2003 and Bachelor of Arts in English with Applied Linguistics at the University of San Carlos in 1998. She completed an online course, Gathering and Developing the News from the Michigan State University through Coursera DOST Caraga grant on October 30, 2020. She also participated in the Basic Research Ethics Training to protect the well-being of participants in 2020.

Maximino R. Abejo III, MAEd

Professor Maximino R. Abejo III is an Assistant Professor I of Cebu Technological University San Francisco. He is a holder of Master of Arts in Education – Teaching Biology and is currently pursuing Ph.D. in Science Education - Biology. He is a Bachelor of Science in Nursing graduate and took up Professional Education courses. He is a Licensed Professional Teacher and is also a Registered Nurse. He works on several studies in science, environmental and education fields. He is a member of various Professional Organizations including the National Research Council of the Philippines (NRCP) as an Associate Member in the Medical Division.

Ruby H. Destajo is the Director of the Center for One Health, Cebu Technological University Barili. She got her MS Preventive Veterinary Medicine degree in 2007 at Iowa State University of Science & Technology; Doctor of Veterinary Medicine in 1993 at the University of the Philippines at Los Banos); Bachelor of Science in Zoology on 1989 at the Mindanao State University Iligan Institute of Technology).

Rosalea Fenina A. Margallo

She obtained her Bachelor's degree, BS Development Communication Major in Community Broadcasting, in Visayas State University (VSU) formerly (Visayas State College of Agriculture), Visca, Baybay City, Leyte in March 1995.

Sheilalaine G. Romulo, Ed.D.

Dr. Sheilalaine G. Romulo is a faculty of the Department of Languages and Literature of the College of Arts and Sciences, Cebu Technological University Main. She joined CTU in 2017 and was designated in the same year as the college secretary. After her two-year stint as college secretary, she was designated as the University for Research Ethics Office and the Chair of the University and the University Research Ethics Committee Chair. She also served as the University Director for Gender and Development for a one-year term and initiated the creation of the CTU GAD Focal Point System, engendering the curricular offerings of the University and the drafting of the GAD Policies and Guidelines. At present, she holds the designation as Director of the Center for Social Innovation (CSI).

She earned her graduate programs, Master of Arts in Education and Doctor of Education in English Language Teaching from the Cebu Normal University and her Baccalaureate degrees, Bachelor of Art in Political Science, Bachelor of Arts in English with Applied Linguistics from the University of San Carlos. She also had units in the Bachelor of Laws and Master of Public Administration.

Her research interests includes phenomenology, language and gender, and discourse analysis.

Dr. Marjohn C. Niño

Marjohn C. Niño is an Assistant Professor of Cebu Technological University Barili. He finished his Ph.D. in Crop Science at Chungbuk National University in South Korea. His research works include genetic improvement of cereals for disease resistance using genetic engineering and molecular breeding and trait discovery using functional genomics tools such as transcriptomics and QTL mapping. His research interests include functional genomics of plant-pathogen interaction, biotic resistance and abiotic stress tolerance in plants, and molecular breeding. He seniorauthored eight and co-authored eight refereed articles in international journals listed in Web of Science.

Kent Marcial L. Catubis

Prof. Catubis is an Assistant Professor 1 of Cebu Technological University Tuburan under the College of Agriculture. He is a licensed agriculturist specializing in Horticulture. He is also an Associate Member of the National Research Council of the Philippines (NRCP) under the Agriculture and Forestry Division.

He finished his Bachelor's and Master’s degree in Agriculture major in Horticulture at Cebu Technological University Barili last 2013 and 2015.

His research interest is on plant stress tolerance, plant abiotic stresses, plant physiology, SMART agriculture, organic agriculture, and biological control of pests.

Dr. Leodivino A. Lawas

Dr. Leodivino A. Lawas is an associate professor of the Information Communication Technology Department under the College of Technology. He is a graduate of Bachelor of Science in Computer Engineering, Master of Science in Industrial Technology, and Doctor of Philosophy in Technology Management. Pursuing capstone study and completed academic requirements in Master in Information Technology and his second Master’s Degree Program.  He is currently a member of the Philippine Institute of Computer Engineers, Philippines Society of Information Technology Educators and International Association of Engineers. Has made some Industrial Design for IPOPHIL and is one of the Support Officers in the Innovation Technology Office.

Gamaliel G. Gonzales, Ph. D. Ed.

Dr. Gamaliel G. Gonzales is a licensed professional teacher with articulations in research and evaluation, mathematics teaching, and applied electronics. He was a Senior Instructor at the University of Cebu Maritime Education and Training Center (UC-METC) from June 1999 to November 2000. An Assistant Professor at Cebu Technological University (CTU) San Francisco from November 2000 to May 2005. An Associate Professor at CTU Danao from June 2005 to present. Currently, he is the Assistant Campus Director of CTU Danao and the founding Director of the Educational Research and Resource Center (ERRC).

He earned the degrees of Doctor in Philosophy in Research and Evaluation at Cebu Normal University (CNU) in 2012, Master in Science Teaching major in Mathematics at University of Cebu (UC) in 2002, Bachelor in Secondary Education major in Mathematics at UC in 1999, and Bachelor of Science in Industrial Technology major in Applied Electronics at Cebu Technological University (CTU) San Francisco in 2005.

He presented research papers in local, national, and international research fora including one in Nagoya, Japan. An awardee to the 16th and 17th research congress of CTU. An associate member of the National Research Council of the Philippines (NRCP) Division 1 – Governmental, Educational and International Policies. His research interests include mathematics teaching, pedagogy, curriculum development, professional education, time series analysis, and structural equation modeling.

Dr. Adrian P. Ybanez

Dr. Adrian P. Ybañez is the Vice-President for Research and Development, a faculty from the College of Arts and Sciences and College of Veterinary Medicine, and Director of the Institute for Molecular Genetics, Parasitology and Protozoan Diseases of the Cebu Technological University, Cebu City, Philippines. He has more than 15 years of teaching and/or administrative experience, including as former Veterinary Hospital Administrator for three years and Dean and University Research Director for one year from a tertiary private institution. He is into community extension works with the Boy Scouts in the Philippines since 2004 and the Companion Animal Practitioner's Association of the Philippines in June 2019. He is an officer of local and national organizations, including as a National Council Member of the Council on Education of the Philippine Veterinary Medical Associations. He is affiliated with the National Research Council of the Philippines (NRCP). He is an international council member of the Tropical Council for Companion Animal Parasites.

He obtained his Bachelor of Animal Science (Cum Laude) major in Animal Health from Visayas State College of Agriculture, Baybay, Leyte. He finished his post-graduate Diploma in Research and Development from the University of the Philippines Open University (as Dean's list). He has a Master of Business Administration degree from the Southwestern University, PHINMA, Cebu City, Philippines. He obtained his Doctor of Veterinary Medicine (Cum Laude) from Leyte State University, Visca, Baybay, Leyte. He is a licensed veterinarian with a Ph.D. in Veterinary Sciences (Internal Medicine) from the United Graduate School of Veterinary Sciences of Gifu University and Obihiro University of Agriculture and Veterinary Medicine, Japan. He is a Diplomate in the Philippine College of Veterinary Public Health and a candidate Diplomate in the Philippine College of Canine Practitioners. He is a graduate of the Master of Crisis and Disaster Risk Management from the Philippine Public Safety College of DILG and is currently pursuing Master of Development Management with the Development Academy of the Philippines (DAP). He is actively involved in multi-disciplinary research but with great interest in small animal medicine, parasitology, and tick-borne disease research.

His research interests include parasitology and microbiology, vector-borne diseases, Veterinary Medicine and diagnostics, molecular biology and phylogenetics, small animal practice, epidemiology, public health, and social sciences.

Ann Myril C. Tui, PhD, MSIT, BSFT

Ann Myril C. Tui is the Center Director of the Institute of Food Science, Innovation and Technopreneurship, and an Assistant Professor IV of Cebu Technological University's College of Technology, Cebu City, Philippines.

She was a researcher at International Pharmaceuticals, Inc., where she developed some commercially available food products and modified old formulations based on consumer specifications. She has produced utility models, contributing to the university's outstanding award for registering the highest number of utility models in the field of Home Technology.

She received a Bachelor of Science in Food Technology (cum laude) from Visayas State University. She graduated from Cebu Technological University with a Master of Science in Industrial Technology (MSIT) and a Ph.D. candidate for a Doctor of Philosophy Major in Technology Management.

She is currently an Associate Member under the Biological Sciences Division of the National Research Council of the Philippines (NRCP) and a Technical Member of the Philippine Association of Food Technologist (PAFT) (PAFT). She is actively engaged in multidisciplinary research but with a major interest in food product development, sensory, consumer science, and food safety. She has been involved in research projects from university-funded grants and participated in research initiatives for external funding agencies such as DOST-PCHRD and DOST-CVCHRD. She is also a contributing author of ASI accredited Journal of Agriculture and Technology Management.

Dr. Anthony S. Ilano

Dr. Ilano is a Faculty-Researcher of the Department of Fisheries, CTU Carmen. He has been in the Teaching and Research Profession for 26 years handling Professional and Major Courses in Fisheries and Marine Sciences. As a researcher, he has published several articles in International (ISI, Scopus, ORCID, Academia, Google Scholar, Research Gate, etc., Indexed Journals), National and Local Journals. He also has projects funded by Government Agencies, Private Institutions and Non-Government Organizations on the aspects of Environment, Fisheries, Marine Biology and Sustainable Development.

Dr. Ilano obtained his BSc and MSc in Marine Biology from the University of San Carlos, Cebu City. His MSc in Biology & Aquaculture and PhD in Marine Environment & Resources were obtained from Hokkaido University, Hokkaido Japan.

Naomi E. Silguera

Naomi E. Silguera has been into various jobs before joining the academe. Before her college education, she was a service girl in an export garment company and worked as a production operator in an electronic parts export company. After completing her college degree, she became a branch officer in charge of a guns and ammo corporation for four years before exploring jobs in government agencies. She began working as an office staff in a local government unit in Cebu. She later on worked as an Agricultural Technologist in Western Samar, but she resigned from the position after one year. Her teaching career started in 2015 as she worked as a part-time instructor at Cebu Technological University Carmen. In 2017, she was hired as a full-time instructor to teach BS Fisheries at Cebu Technological University Daanbantayan. She is currently the Chairman for Fisheries and Fisheries Research and the Director of the Post-harvest Fisheries Research and Development (CPHFRD) Institute.

The Director for CPHFRD is a graduate of Bachelor of Science in Fisheries major in Aquaculture at Cebu Technological University Carmen. She took up Master in Fisheries Technology major in Aquaculture Technology and minor in Post-harvest Fisheries at Iloilo State College of Fisheries and graduated in 2018. She is currently enrolled in the same institution taking up Doctor in Fisheries Technology.

A Fisheries Technologist by profession, NAOMI E. SILGUERA is inclined to Fisheries-related research may it be in the fields of Aquaculture, Post-harvest Fisheries, or Capture Fisheries. She has an on-going Fisheries-related extension project and this endeavor is geared towards meeting the vision, mission, goals and objectives of the CPHFRD.

Dr. Jonathan C. Maglasang

Dr. Jonathan Maglasang is a University Director and a Professor of Mechanical and Aerospace Engineering at Cebu Technological University (CTU). As the University Director for University Grants Administration, Dr. Maglasang assists the University Vice-President for Research, Development, and Extension (VP-RDE) to rationalize the processing and implementation of grants financial support for research and development in the University. He is also engaged in promoting CTU as a national and international research collaborating center. Before joining CTU in August 2019, Dr. Maglasang was a faculty member since 1994, with various designations and functions, of the Mindanao State University-Iligan Institute of Technology (MSU-IIT) in Iligan City.

Dr. Maglasang has advised and mentored several undergraduates, master’s, and doctoral students in their research work. He is a research collaborator for local and foreign-funded research projects. He obtained his MS and Ph.D. (Engineering) degrees in Aeronautics & Astronautics (Aerospace Engineering) from Kyushu University, Japan in 2004 and 2007, respectively, and his BS Mechanical Engineering degree from MSU-IIT in 1994.

His interests include performance enhancements of wind, gas, and hydraulic turbines, high-density renewable energy systems for small island communities, aerial, terrain, and underwater robotics, flapping, rotary, and fixed-wing unmanned aerial vehicles (UAVs), wing-in-surface effect (WISE) vehicles for rapid and efficient inter-island transportation, indigenous and hybrid rocket propulsion systems, data acquisitions systems and instrumentations, biomimetics, and other applied aeronautics and astronautics.

Dr. Lelanie S. Cordero is currently the Center Director for Technology Research Center in CTU Main.

She obtained her Bachelor’s Degree (MSIT) and finished her PHD (PH.D.CAR) in Cebu Technological University.

Engr. Christine Omela V. Ocampo

Engr. Christine Omela Ocampo works at Cebu Technological University (CTU) Danao since 2017. She obtained her Master of Engineering in Industrial Engineering at the University of San Carlos, Technological Center last 2014 and obtained her Bachelor of Science in Industrial Engineering in the University of San Carlos Technological Center last 2010. She is currently taking up her Doctor of Philosophy in Management (Candidate). She was formerly designated as Chairman for the Department of Industrial Engineering in CTU Danao. She has been an associate member of the National Research Council of the Philippines since 2018. She worked as a quality assurance engineer and production control engineer in Muramoto Audio-Visual, Inc., Phils. And Cebu Microelectronics Inc., respectively.

Dr. Denilin B. Avila is an Asst. Prof. II of CTU Danao and is handling computer and managerial subjects. She is also the TESDA Focal Person and Faculty President of CTU Danao. She graduated with a Doctor of Philosophy in Technology Management (Ph.D.TM) from Cebu Technological University Main, M.J. Cuenco Ave., R. Palma St., Cebu City in December 2018.

She earned her Master of Teaching – major in Guidance and Counseling in University of the Visayas – Main Campus A.Y.2013 – 2014 and Master of Science in Industrial Technology in Cebu Technological University Main, Cebu City in March 2013. She earned her Professional Education at Manto Memorial Foundation College: Bonifacio St., Danao City in the year 2009-2010; Bachelor of Science in Industrial Technology -Computer in CSCST- Danao Campus: Sabang, Danao City in March 2009; Associate in Engineering Technology major in Computer at Cebu State College of Science and Technology Danao Campus: Sabang, Danao City on March 2007.

Dr. Celbert C. Himang

Celbert M. Himang is a Full Professor at Cebu Technological University (CTU) Main, Cebu, Philippines. In 2001, he earned a doctorate in technology management from Cebu Technological University. He received a Bachelor of Science in Statistics from Visayas State University in 1997, proficiency units toward a Bachelor of Science in Industrial Education from Palompon Institute of Technology in 1998, and units toward a Bachelor of Laws from 2001 to 2006 at USJR. He then pursued a Master's in Management from PIT, which he completed in 1998 through a consortium with the MIS program of the Pangasinan State University. Between 1998 and 2000, while pursuing his Doctor of Philosophy in Education Program Management (ABD) at Eastern Visayas State University, he took use of a DOST scholarship to pursue a Diploma in Mathematics Teaching at the University of the Philippines Open University. Between 1998 and 2000, he completed Massive Upgrading classes at Visayas State University in preparation for a Master's program in Mathematics Teaching. He has taken MOOCs on EDX and COURSERA, as well as other open online courses. He has passed the External Lead Auditor's Course and has received training in a variety of ISO standards, including quality management systems, environmental management systems, and food safety management systems.

Currently, he serves as Associate Dean of the Graduate School and Director of Research for the Graduate School on the Main Campus. He formerly served as the University Planning Officer for SPMS, the Head Data Analyst, the Focal Person for SUC Levelling Documentation, the Focal Person for PBB, an external and internal auditor, and a senior AACCUP Accreditor.

He has authored scholarly works such as Thesis Writing, Dissertation Writing, Generative Writing for Publication, Formula-Free Statistics with SPSS, Participatory Research Guide, Inferential Statistics, Multivariate Statistics, Covariance-based SEM, and PLS-SEM.

He is currently conducting research and has over 40 forthcoming and published articles in at least one SCOPUS-indexed journal on topics such as Industry 4.0, multi-attribute decision making, technology acceptance or utilization, technology transfer, technology development, tourism management, and distance learning.

Dr. Lanndon A. Ocampo

Lanndon Ocampo is an Associate Professor in the Department of Industrial Engineering at Cebu Technological University (Philippines). He received his Ph.D. in Industrial Engineering from De La Salle University (Philippines) and his MEng and BSc (cum laude) degrees in Industrial Engineering, as well as MSc in Mathematics from the University of San Carlos (Philippines). He has authored over 100 international peer-reviewed journal papers and has presented papers at over 30 research conferences. His research interests include optimization, multi-attribute decision-making, decision science, systemic risk analysis, and sustainable manufacturing. He is a Member of the Editorial Board of the Advances in Production Engineering and Management, International Journal of Business and Systems Research (Inderscience), International Journal of Management and Decision Making (Inderscience), Engineering Management in Production and Services, and the Proceedings in Manufacturing Systems. He won numerous awards from the DOST-Science and Education Institute for completing the PhD, the DOST for the National Award for Excellence in Science, the Mathematical Society of the Philippines Cebu for Best Research Paper in Applied Mathematics during the 2015 MSP Cebu Convention, the International Association on Organizational Innovation for the Outstanding Paper Award during the 2014 International Conference on Organizational Innovation, the Fairchild Semiconductor for the 2012 Best Paper Award, and several International Publication Awards from the University of the Philippines. He is a 2017 Outstanding Young Scientist awardee by the National Academy of Science and Technology, Philippines (NAST PH), and a 2018 Outstanding Cebuano awardee in the field of Science and Technology. He is named one of 2018 THE ASIAN SCIENTIST 100 – an annual listing of the region’s top researchers, academics, and innovators. Most recently, he is conferred as the 2019 Achievement Awardee of the National Research Council of the Philippines (NRCP) under the Division of Engineering and Industrial Research. As of 2021, aside from university-funded projects, he has received more than Php 15 million research project grants from the Department of Science and Technology, Department of Tourism, Commission on Higher Education, and the DOS-NRCP. With an international collaboration funded by the SingHealth Duke-NUS Global Health Institute (SDGHI), he is a member of the project team working on “Comparing COVID-19 Mitigation Strategies Across ASEAN Countries”.
