University Director for Knowledge, Innovation and Technology Support and Transfer
A university-wide administrative position that is appointed by the President through the recommendation of the UVPRD. The UD-KITST shall assist the UVPRD in the implementation of the R and D program of the university, specifically on the innovation and technology support functions, and shall be responsible for the overall management of the Knowledge, Innovation and Technology Support and Transfer Office (KITSTO). The UD-KITST shall report directly to the UVPRD and shall coordinate with the URAs on-campus innovation and technology support concerns.
As CTU continues to advance its research and development endeavors, the intellectual property (IP) rights of the researchers and scientists need to be protected. To encourage innovation and intellectual property rights protection, CTU established Cebu Technological University - Knowledge, Innovation and Technology Support and Transfer Office (CTU - KITSTO) franchised from Intellectual Property Office of the Philippines (IPOPHL). KITSTO is an innovation and technology support office serving our university and local community, enabling and supporting increased innovation in our institution and community, protecting our innovation worldwide through patents, and promoting utilization and commercialization of patented innovation worldwide for the benefit of our host institution, local community and the Philippines. The KITSTO franchise is committed to providing affordable, quality patent information and IP services to universities, research institutions, businesses and inventors throughout all regions of the Philippines, to support research and development, which will have a positive social, economic, technological and environmental impact on the Philippines. As required by IPOPHL, KITSTO shall be headed by a University Director for Innovation and Technology Support and will have one administrative staff and at least two innovation and technology support officers: one for biological and related sciences, and one for engineering and related sciences.

A network of innovation and technology support offices covering and serving all regions of the Philippines, enabling and supporting increased innovation in the Philippines, protecting local innovation worldwide through patents, and promoting utilization and commercialization of Filipino patented innovation worldwide, thereby instilling innovation and IP into the social and economic life of the country.
MISSION
The ITSO network is committed to providing affordable quality patent information and IP services to universities, research institutions, businesses and inventors throughout all regions of the Philippines, to support research and development which will have a positive social, economic, technological and environmental impact on the Philippines.
OBJECTIVES
The Innovation and Technology Support Office (ITSO) Franchise overall objective is establishing a network within the university to strengthen local institutional capacity to access patent information and use the patent system. This is in line with the mandate of IPOPHL and more specifically, its 3D IP 2020 Vision as the ITSO network will demystify and democratize the patent system, and use it as a tool for national development (www.ipophil.gov.ph).
Support and advance innovation activities through the conduct of scientific researches, and through the production of technologies relevant to industry needs, and, commit to continue to protect IP rights through patents and other lawful means;
Provide affordable and quality patent information and IP services to its service community and the nation; and likewise be willing to transfer patent knowledge and skills by training other institutions, and in so doing, further commit to offer its expertise and the resources of the institution for such and related purposes, whenever necessary;
Serve the community through the ITSO by conducting IP information dissemination, providing patent search and patent drafting, and assisting patent applicants, among others;
Be willing to be tapped or be involved in the provision of free services (i.e. legal services, patent search and patent drafting services, among others.) in IPOPHL initiated programs or activities for the benefit of the general public.
Provide a steady stream of demand for patent information and patent filing so that the ITSO personnel can hone their skills through constant practice, starting with an initial selected group of clients (researchers, business enterprises, etc.).
GENERAL FUNCTIONS
CTU will continue to advance its research and development endeavors. However, the intellectual property (IP) rights of the inventors, makers, designers, creators, authors, and researchers need to be protected. Hence, to encourage innovation and appropriate IP assets registration and protection, ITSO franchise was established on April 12, 2019, the Cebu Technological University and the Intellectual Property Office of the Philippines (IPOPHL) signed a Memorandum of Agreement (MOA) creating the CTU ITSO, to oversee IP related activities of the University and the community. In addition, the CTU ITSO, as an IPOPHIL franchisee, shall accept IP applications from private individuals or juridical entities for IP services. CTU ITSO will be one of the divisions under the Knowledge, Innovation and Technology Support and Transfer Office (KITSTO).
Establishing an ITSO franchise is also a common requirement in being recognized as a research university. As required by IPOPHL, the CTU ITSO franchise shall be headed by a manager, at least two full-time Innovation and Technology Support Officers: One for biological and related sciences and one for engineering and related sciences and will have a minimum of one administrative staff. CTU ITSO is mandated to perform the following services:
administer and monitor the implementation of the IP Policy of the University relevant to IP applications and all other Intellectual Property Rights (IPR) of the University;
coordinate with Knowledge and Technology Transfer Office (KTTO) of the University in line with utilization and commercialization of IP assets;
promote the IP Protection of all innovations, technologies, research and development outputs, and other creative works within the University;
maintains CTU IP portfolio and IP assets;
facilitate Patent Drafting and IP trainings for teaching, non-teaching personnel, and Students of the University, local community, other government agencies, as well as non-government agencies whether local, national or international; and
establish of Intellectual Property Rights (IPR) linkages to all the external campuses of the University.

By virtue of the Republic Act No. 9744 on November 10, 2009, an act converting the Cebu State College Of Science And Technology System in the city of Cebu and all its satellite campuses located in the province of Cebu into a state university to be known as the Cebu Technological University (CTU). CTU will continue to advance its research and development endeavors. However, the intellectual property (IP) rights of the inventors, makers, designers, creators, authors, and researchers need to be protected. Hence, to encourage innovation and appropriate IP assets registration and protection, Innovation and Technology Support Office (ITSO) franchise was established on April 12, 2019, the Cebu Technological University and the Intellectual Property Office of the Philippines (IPOPHL) signed a Memorandum of Agreement (MOA) creating the CTU ITSO, to oversee IP related activities of the University and the community.
