DEVELOPING HISTORY OF CEBU TECHNOLOGICAL UNIVERSITY – SAN FERNANDO EXTENSION CAMPUS

           The Cebu Technological University – San Fernando Extension Campus (CTU-SF), South Poblacion, San Fernando, Cebu, is around 30 kilometers from the CTU Main campus in Cebu City. It was established on May 28, 2010, by virtue of the Board of Regents (BOR) Resolution No. 16 series of 2010.

 

           The establishment of the extension campus in the town of San Fernando, Cebu, was initiated by Cebu’s First Congressional District Representative, Atty. Eduardo “Eddiegul” R. Gullas, through a letter request addressed to the BOR, headed by Hon. Nona S. Ricafort, Commission on Higher Education (CHED) Commissioner at that time.

           In response to the request, the first president of CTU as a university, Dr. Bonifacio S. Villanueva, implemented the Resolution, which ordered the opening of the San Fernando Extension campus in June 21, 2010 as the first day of class of the academic year 2010-2011.

           The said Extension Campus in San Fernando town had an initial of forty-one (41) students comprising the three (3) program offerings, namely: Bachelor of Elementary Education in Content Education with the specialization in Technology and Livelihood Education (BEED-CE/TLE), Bachelor of Secondary Education major in Business Technology with the specialization in Technology and Livelihood Education (BSED-BT/TLE) and Bachelor of Science in Industrial Technology major in Computer Technology (BSIT-CT).

           The contract of the USUFRUCT Agreement was also entered on August 10, 2010, between the Department of Education (DepEd) Region VII, represented by Director Dr. Recaredo G. Borgonia, and the Cebu Technological University, represented by Dr. Bonifacio S. Villanueva, SUC President IV.

           In this USUFRUCT, both parties agreed that CTU shall occupy a portion (constituting 5,000 square meters) of a certain parcel of land known as Cadastral Lot No. 967-B situated in Barangay South Poblacion, San Fernando, Cebu, covered by Original Certificate of Title No. 1035, for the term of Twenty-Five (25) years and shall be renewable for another Twenty-Five (25) years after. This lot is adjacent to the lot of the San Fernando National High School, in Barangay South Poblacion.

           Dr. Gregorio Z. Gamboa Jr. was the first Acting Campus Director of the CTU-San Fernando Extension Campus. The administration of Dr. Gamboa was consisted of the following personnel: Prof. Eric G. Pardiñan, acting as the overall chairman in the campus and, at the same time, as a regular faculty for the College of Technology (COT) Department, Prof. Wilfredo G. Anoos, acting as the chairman for the Research and Extension Services and, at the same time, as a regular faculty for the College of Education (COEd) Department. Both plantilla items of Prof. Pardiñan and Prof. Anoos were brought upon their transfer from CTU-Barili and from CTU-San Francisco Campuses, since their plantilla items are essential in the opening of two (2) colleges, the College of Technology and the College of Education, and in the opening of an extension campus of the university as per the requirement of the Commission on Higher Education (CHED) during that time.

           Mr. Pantaleon G. Busquit, acting as Job Order (J.O.) employee and, at the same time, as the In-Charge for the National Service Training Program-Community Welfare Training Service (NSTP-CWTS). The late Ms. Joan Jumawan, acting as a Job Order (J.O.) employee and, at the same time, as an instructor handling some minor courses. And with some part-time instructors coming from the private and public agencies, who were hired through a Contract of their Services (COS), and there were some Volunteer Instructors (VI) in order to help realize the extension campus in its operations.

           During the first three (3) school years: 2010-2011, 2011-2012, and 2012-2013 of the campus’ operation, classes were conducted in the second floor of the South Poblacion Barangay Hall, located along the national highway and in between of the two (2) cement factories, the Taiheiyo Cement Philippines Inc. and the Mabuhay FilCement Inc.

           The MOA between the government agencies (CTU and DepEd) was entered and signed with the respective representatives on February 8, 2013. In the academic years of 2013-2014, 2014-2015, and 2015-2016, the CTU-San Fernando Extension Campus classes were transferred to the DepEd-San Fernando National High School (DepEd-SFNHS). Nine (9) classrooms were occupied, based on the Memoradum of Agreement (MOA) between CTU represented by its president, Dr. Bonifacio S. Villanueva, and the San Fernando South Poblacion National High School of DepEd Region VII, represented by the late Dr. Carmelita T. Dulangon, Officer-In-Charge, Office of the Regional Director.

           In February 2015, the Board of Regents (BOR) elected Dr. Rosein A. Ancheta Jr. as the university president. This also changed the CTU administrative setup of the CTU Main Campus, as well as the extension campuses. At this time, Engr. Neogilbert Dela Cruz also assumed into office as the second Campus Director of the CTU-San Fernando extension campus, but only for the time being, specifically, from June 2015 to September 2015, due to some issues. Engr. Dela Cruz was relieved from office in the first week of September 2015.

           Dr. Joseph C. Pepito was the third Campus Director of CTU – San Fernando from September 1, 2015, to September 30, 2017. During his time as the campus director, Dr. Pepito designated Prof. Wilfredo G. Anoos as the chairman of the College of Education.

           Dr. Romeo C. Lepiten was the fourth Campus Director, serving the campus from October 1, 2017, to November 2, 2018. Through his outspoken leadership, he was able to hire an additional three (3) regular and permanent faculty for the campus, namely: Prof. Marcial T. Pepito for the College of Technology, Prof. Stevie B. Manugas, and Prof. Roma M. Anoos for the College of Education.

           Dr. Lepiten was also able to open the Graduate School (GS) in the San Fernando Extension Campus as extension classes of the Graduate School of the CTU-Main Campus in Cebu City. The Graduate School was offering three programs, namely, Master of Arts in Vocational Education (MAVED), Master of Public Administration (MPA), Master of Arts in Education major in Administration and Supervision (MAED-ADAS), and Master of Arts in Education major in Guidance and Counselling (MAED-GC).

           The graduate school in the extension campus lasted only for two (2) academic years due to a lack of some CHED requirements to comply with approval. From November 3, 2018, to June 2019, Dr. Gregorio P. Pajaron Jr. served the San Fernando Extension Campus as the fifth Campus Director. Dr. Pajaron designated Prof. Wilfredo G. Anoos as Head of Instruction and COEd chairman. Prof. Marcial T. Pepito was designated as the COT and MIS chairman, and Prof. Stevie B. Manugas was designated as the HRMO chairman and the SSC Adviser.

           The sixth Officer-In-Charge of the office of the Campus Director of CTU – San Fernando was Engr. Evalinda A. Pelimer, C.E. She served the campus from June 2019 to November 2, 2022. Because of her persistent leadership, the campus and the LGU of San Fernando inked a Memorandum of Agreement (MOA) during the State of the Children’s Address (SOCA) of the Hon. Mayor Lakambini “Neneth” G. Reluya on November 18, 2021. Dr. Jerlito A. Letrondo, Vice-President for Administration and Finance, Engr. Evalinda A. Pelimer, OIC-Campus Director, served as a witness for the MOA between the LGU and the University.

           The Deed of Donation for the 1.5 hectares lot and the USUFRUCTUARY Agreement for .5 hectares lot between the LGU of San Fernando, represented by Mayor Lakambini G. Reluya, and the CTU, represented by the University President, Dr. Rosein A. Ancheta Jr., was signed at the office of the university president on March 24, 2022, a day before the election ban.

           On January 2, 2023, Prof. Wilfredo G. Anoos assumed office as the seventh Officer-In-Charge to the office of the Campus Director of CTU-San Fernando Extension campus.

           In this 14th year of the operation of the CTU – San Fernando Extension Campus, there are four program offerings, namely:

  • Bachelor of Elementary Education (BEED) – Day and Evening;
  • Bachelor of Technology and Livelihood Education major in Home Economics (BTLED-HE) – Day and Evening;
  • Bachelor in Industrial Technology major in Computer Technology (BIT-CT) – Day and Evening;
  • Bachelor in Industrial Technology major in Electrical Technology (BIT-ET) – Day and Evening.

           On September 5, 2022, until the present, the university is now occupying the three (3) school buildings, in the permanent lot of the CTU-SF campus. One, is donated by the 1st District of Cebu Representative, Congressman Gerald “Samsam” Gullas: a two (2) storey building for the College of Technology classrooms, computer and electrical laboratories and the offices of the College Director, the Research and Development (R&D) Director, and the College Internship Director, Mr. Emiliano C. De Catalina.

 

           The other one, is another two (2) storey building with six (6) classrooms for the College of Education, donated by the Provincial Government of Cebu, thru, Gov. Gwendolyn “Gwen” F. Garcia, for offices of the Dean of Instruction, the College Director and the Management Information (MIS) Chairman, Prof. Stevie B. Manugas.

 

           The third building is for the Administration building housing the Offices of the Campus Director, Infrastructure Director and the College of Education Internship Director, Prof. Wilfredo G. Anoos; Human Resource, Guidance Counselor and the Administration Officer, Mr. Hector C. Oledan; Gender and Development (GAD), Student Affairs and Services (SAS), Campus Ministry Director, Dr. Leila L. Pinatil; College of Technology Research, Bachelor in Technology and Livelihood Education-Home Economics Program, Extension Services, Registrar, Prof. Marvin S. Canque; Bachelor of Elementary Education Program and Research Chairperson, Prof. Roma M. Anoos; Alumni, PESO Chairperson, Prof. Juanito T. Paner Jr.; Campus Secretary, ICPA, University Research and Extension Associates, Campus Publication Adviser, Dr. Felex N. Tangal; the Campus Clinic, Mr. Joe Michael Nañagas, RN, NDP; the campus Library and the Faculty Office.
